This is NOT the biometric passport photo.
The 3 × 4 cm photo is what the everyday paperwork asks for: internal ID, student and work passes, medical and academic forms. The biometric passport takes 35 × 45 mm instead, but more to the point, it does not take a photo from you at all: the office photographs you when you submit the documents, and the image goes into the register from their equipment. No home-made file is that photo. The second thing worth knowing is an honesty note rather than a rule: we could not find a published government standard that fixes the head height for the 3 × 4 cm format the way the UK or Germany do for theirs. The band this tool uses is the ICAO proportion applied to a 40 mm-tall photo, the convention studios follow. The paper size is exact. Treat the head band as good practice, not as law.

There is no photo upload: for a biometric passport or ID card, the office photographs you when you submit the documents (MVS Order No. 875). Where the law does allow you to bring one, it is a printed 100 × 150 mm card that the office scans, not a file. This 3 × 4 cm preset is for the internal documents that still ask for a print.

- The BIOMETRIC PASSPORT does not take a photo from you at all: the office photographs you when you hand in the documents. So no file you make at home, this one included, is the passport photo.

Is 3 × 4 cm the photo for a biometric passport?
No, and for the biometric passport you do not bring a photo at all. The office photographs you when you hand in the documents; the image goes straight into the register from their own equipment. So no file you make at home is the passport photo, this one included. 3 × 4 cm is the format the internal paperwork asks for: ID cards, student and work passes, medical and academic forms, and that is what this page is for.
How many photos fit on one print?
Ten, on a standard 10 × 15 cm photo print, the small format packs the sheet more efficiently than the usual eight. The tool works the layout out from the paper size instead of assuming a house style, so it gets all ten rather than leaving a column of paper unused.
Where does the head-height number come from, honestly?
From ICAO’s 70-80% proportion applied to a 40 mm photo, because no Ukrainian government page we could find states one for this format. That is a convention, and we would rather label it as one than dress it up as a law. If your institution publishes its own figure, follow that.
Is my photo uploaded anywhere?
It is not uploaded, and that is a fact of how the tool is built, not a promise in a privacy policy. There is no upload endpoint. The photo is read straight into this browser tab and cropped by code running on your own machine; you can pull out your Wi-Fi halfway through and it will still finish. Given that a passport photo is your face attached to a government form, that is the only honest way to build this.
How do I get it printed?
Download the print sheet and hand it to any photo lab as an ordinary 10 × 15 cm (4 × 6 in) print, it costs small change and comes back on real photo paper with the cut guides on it. If you print at home, print at 100% scale and never “fit to page”: that quietly rescales the sheet and makes every millimetre on it wrong.
