The recipe’s country decides which cup it meant

An American recipe means the US cup, though that has two definitions: nutrition labelling fixes it at 240 millilitres, while the older customary cup is 236.588. Under two per cent apart, and invisible in practice. The problem is recipes that are not American — Australian and New Zealand books use a 250 ml cup, and older British ones 284 ml, half an imperial pint.

Three cups of liquid therefore means 710 ml or 852 ml depending on who wrote it. In a soup that gap disappears. In bread or pastry, where hydration is doing structural work, a fifth more water is the difference between a dough that comes together and one that never leaves the bowl. Where the source is ambiguous, the publisher’s country tells you more than the number does.

For flour the conversion is exact and still useless

A cup measures space, and space says little about how much flour is in it. Dipping the cup into the bag compacts the flour and yields around 150 grams; spooning it in loosely and levelling the top gives nearer 120. That is a quarter more flour from one instruction, and no millilitre figure recovers it, because 240 ml is 240 ml whatever has been packed inside.

For dry ingredients the honest move is to skip the conversion and weigh. Most recipes published in the last decade print gram weights beside the cups for exactly this reason. Where only cups are given, assume about 120 g per cup of plain flour and 200 g per cup of granulated sugar. Liquids are where converting cups to millilitres genuinely works.
